The debate that landed Rep. Trent Franks (R-Ariz.) in hot water wound up being moot after all.
Franks at a hearing Wednesday made comments suggesting rape rarely results in pregnancy. The comment come as Franks and other Republicans argued against an amendment by Democrats that would have added rape and incest exceptions to Franks’s bill banning abortions after 20 weeks of pregnancy.
Franks and the Republicans were successful, but on Friday, House GOP leaders added the language anyway.
“The modification allows an abortion to take place if the pregnancy is the result of rape, or the result of incest against a minor, if the rape or incest has been reported at any time prior to the abortion to appropriate enforcement authorities,” according to the House Rules Committee Web site.
Such changes are technically made by Rules Committee Chairman Pete Sessions (R-Texas) at the behest of GOP leaders.
