Back from the dead is a bill to ban abortion after 20 weeks, which Gov. Rick Perry threw his support behind in the regular session.
The bill by Jodie Laubenberg, R-Parker, would ban abortion when the woman is in the middle of her second trimester. Current medical views consider that a fetus is not viable to live outside the womb before 21 weeks and almost all are considered viable after 27 weeks.
The bill filed in the regular session never made it to the full House floor for debate. In committee, an exception was added for severe fetal abnormalities, but it’s likely that the provision won’t be included in the new version (we’ll see when the text of the bill was added). Another exception was made for the life of the mother.
Lawmakers can file dozens of bills in the special session in hopes that they’ll be added to the call, which currently only includes redistricting. Some will have more luck than others.
In 2011, Texas passed one of the most restrictive sonogram laws in the country, requiring a doctor perform and describe a sonogram and present the sound of the heartbeat, if present, 24 hours before the procedure. Opponents called it unconstitutionally restrictive and a burden on women who have to travel long distances or take time off of work to go to the doctor.
